{0>（一）所有根据世行的“采购指导原则”具有资格的国家均可投标。<}0{>3.1 This tender is open to all pre-qualified tenderers from eligible source countries as defined under the "Guidelines for Procurement" of the world Bank.<0}

{0>（二）本合同项下的一切货物、服务均应来自上述具有资格的国家。<}0{>3.2 All goods and services to be supplied under this Contract shall have their origin in eligible source countries,<0}{0>本合同项下的一切开支仅限于支付这样的货物和服务。<}0{>and all expenditures made under the Contract will be limited to such goods and services.<0}

{0>（三）货物、服务来源地与投标者国籍含义不同。<}0{>3.3 The origin of goods and services is distinct from the nationality of the tenderer.<0}
