{0>对支出管理的薄弱环节，如人员、车辆、会议、电话等项目要切实采取有效措施，实施重点管理和控制，坚决杜绝铺张浪费行为。<}0{> Effective measures shall be taken for weak links in expenditure management such as staff, vehicles, meetings and telephone, on which management and control shall be focused so as to ban extravagance and waste resolutely.<0}

{0>要深化支出管理改革，提高基础设施、信息、设备的综合利用率，提高资金使用效益。<}0{> The reform for expenditure management shall be deepened to raise the comprehensive utilization ratio of infrastructure, information and equipment and to improve the funding returns.<0}

{0>七、加强监督检查工作。<}0{>7. Strengthening the Supervision and Inspection.<0}

{0>各级财政、计划(物价)、纪检监察部门要会同公、检、法、工商部门对现有收费项目和收费标准进行专项清理整顿。<}0{> Departments at all levels for finance, planning (price control), disciplinary inspection and supervision shall, in conjunction with judicial organs and administrative departments for industry and commerce, make a special campaign to check up and rectify existing charging projects and standards.<0}

{0>对越权设立收费项目，擅自提高收费标准的，要按照国家有关规定予以纠正。<}0{> Charging projects worked out beyond terms of reference and charging standards heightened without authorization shall be rectified according to relevant state provisions.<0}

{0>对清理整顿后的收费项目，要向社会公布，接受群众监督。<}0{> Charging projects through checking up and rectification shall be published and put under the supervision of the masses.<0}

{0>要定期对行政性收费和罚没收入收支两条线管理的执行情况进行专项检查。<}0{> Special inspections shall be made at regular intervals to check up on separating receipts from expenditures as two lines in the administration of administrative charges and incomes from fines and confiscations.<0}

{0>对不按规定上缴国库或财政预算外资金专户的，同级财政部门相应核减其预算经费。<}0{> If any unit fails to hand over the money to the state treasury and the special account for non-budgetary financial funds according to provisions, its budgetary funds shall be reduced correspondingly by the financial department at the same level.<0}

{0>对检查中发现的违法违纪问题，必须严格依法、依纪处理。<}0{> If there is any act violating laws or disciplines found in the inspections, the act must be dealt with in strict accordance with laws and disciplines.<0}

{0>凡法律、法规或行政规章规定应当给予行政处罚的，必须处罚；<}0{> If there is any act that should be given administrative penalty according to the provisions of laws, regulations or administrative rules, the penalty must be given.<0}

{0>对违法违纪问题负有责任的领导人员和直接责任人员，按照有关党纪政纪规定予以严肃处理；<}0{> Leading officials responsible for violation of laws or disciplines and persons directly responsible shall be dealt with seriously according to relevant provisions of party and government disciplines.<0}

{0>情节严重构成犯罪的，移送司法机关依法追究刑事责任。<}0{> If the circumstances are serious enough to constitute a crime, the offender shall be transferred to the judicial organs for investigation of criminal responsibility.<0}

{0>八、本规定由财政部负责解释。<}0{>8. The Ministry of Finance shall be responsible for the interpretation of these Provisions.<0}

{0>九、本规定自发布之日起执行。<}0{>9. These Provisions come into effect as of the date of promulgation.<0}

{0>过去有关规定与本规定不一致的，一律依照本规定执行。<}0{> If any provisions previously promulgated run counter to these Provisions, these Provisions shall prevail.<0}
