; Date of the Release of the License: 附件3： Attachment 3: 《中华人民共和国出口许可证》证面内容规范 Provisions for the Contents of an Export License of the People's Republic of China 第一项：出口商 I. Exporter 指出口合同签订单位，应与出口批准文件一致。出口商代码为《进出口经营者资格证书》、《对外贸易经营者备案登记表》或《外商投资企业批准证书》中的13位企业代码。 An exporter is the entity that concludes an export contract, shall be identical with that in the export approval documents. The exporter code shall be a 13-digit enterprise code in the Importer or Exporter Qualification Certificate, the Record Registration Form for a Foreign Trade Operator or the Certificate of Approval of a Foreign-Invested Enterprise. 第二项：发货人 II. Consignor 指具体执行合同发货报关的单位。配额以及配额招标商品的发货人应与出口商保持一致。 A consignor is the entity that carries out the specific consignment and customs declaration under a contract. The consignor of commodities under a quota or quota bidding shall be the exporter. 第三项：出口许可证号 III. Export License Number 结构为：XX-XX-XXXXXX Structure: XX-XX-XXXXXX （1）-（2）-（3） (1)-(2)-(3) （1）为年份。 (1): Year （2）为发证机构代码。 (2): Code of releasing authority （3）为顺序号，由发证系统自动生成。 (3): Sequence number, generated by the release system automatically. 第四项：出口许可证有效截止日期 IV. Expiration Date of Validity of an Export License 按《货物出口许可证管理办法》确定的有效期，由发证系统自动生成。 The expiration date of validity of an export license shall be generated by the release system automatically in the light of the term of validity prescribed in the Rules on the Administration of Export Licenses for Goods. 第五项：贸易方式 V. Trade Mode 指该项出口货物的贸易性质。包括：一般贸易、进料加工、来料加工、出料加工、外资企业出口、捐赠、赠送等。只能填报一种。 The trade mode means the trade nature of export goods, including ordinary trade, processing with import materials, processing with supplied materials, outward processing, export by a foreign-invested enterprise, donation, gift, etc. Only one mode is allowed. 第六项：合同号 VI. Contract Number 指申请出口许可证时提交出口合同的编号，长度为17个英文字符。只能填报一个合同号。 The contract number is the serial number of an export contract submitted when an export license is applied, containing 17 English letters. Only one contract number is allowed. 第七项：报关口岸 VII. Customs Declaration Port 指出口口岸，只允许填报一个关区。 The customs declaration port means the export port, and only one customs region is allowed. 出口许可证实行“一证一关”制。对指定口岸的出口商品，按国家有关规定执行。 An export license shall be subject to the "one license for one customs clearance" system. The export commodities at a designated port shall be implemented in accordance with the relevant provisions of the state. 第八项：进口国（地区） VIII. Import Country (Region) 指合同目的地。只能填报一个国家（地区）。不能使用地区名，如欧盟等。如对中国保税区出口，进口国（地区）应打印“中国”。 The import country (region) is the destination under a contract. Only one country (region) is allowed. No area name such as the E.U. shall be used. When exporting to a bonded area of China, it shall print the name of the import country (region) as "China". 第九项：付款方式 IX. Payment Method 包括：信用证、托收、汇付等。只能填报一种。 Payment methods shall comprise letter of credit, collection, transfer, etc. Only one method is allowed. 第十项：运输方式 X. Transportation Manner 指货物离境时的运输方式。包括：海上运输、铁路运输、公路运输、航空运输等。只能填报一种。 The transportation manner means the transportation manner when goods leave the border, such as marine transportation, railway transportation, road transportation, and air transportation. Only one transportation manner is allowed. 如对远洋出口冷冻商品，运输方式不得打印陆运，包括铁路运输、公路运输。 With respect to oceanic export of frozen commodities, it shall not use land transportation, such as railway transportation and road transportation. 第十一项：商品名称、商品编码 XI. Commodity Name and Commodity Code 按商务部公布的年度《出口许可证管理货物目录》中的10位商品编码填报，商品名称由发证系统自动生成。只能填报一个商品编码并应与出口批准文件一致。 The commodity code is the 10-digit commodity code in the annual Catalogue of Goods Subject to the Export License Management publicized by the Ministry of Commerce, and the commodity name shall be generated by the release system automatically. Only one commodity code is allowed, and it shall conform to the export approval documents. 第十二项：规格、等级 XII. Specifications and Grades 只能填报同一商品编码下的4种不同规格等级，超过4种规格等级的，另行申请许可证。 Only four different specifications and grades under the same commodity serial number shall be allowed, and a separate license shall be applied if there are more than four specifications and grades. 第十三项：单位 XIII. Unit 指计量单位。按商务部公布的年度《出口许可证管理货物目录》中的计量单位执行，发证系统自动生成。如合同使用的计量单位与规定的计量单位不一致，应换算成规定的计量单位。无法换算的，可在备注栏注明。 The unit refers to the measuring unit, shall be performed in accordance with the measuring unit in the annual Catalogue of Goods Subject to the Export License Management publicized by the Ministry of Commerce, and generated by the release system automatically. In case the measuring unit used in a contract is inconsistent with that as prescribed, it shall be converted into the measuring unit as required. It shall be indicated in the note column if such conversion cannot be made. 第十四项：数量 XIV. Quantity 指申请出口商品数量。最大位数为9位阿拉伯数字，最小保留小数点后1位。如数量过大，可分证办理；如数量过小，可在备注栏内注明。计量单位为“批”的，此栏均为“1”。 The quantity means the quantity of export commodities under application. The maximal digits shall be nine Arabic numerals, and may be rounded to at least one place after the decimal point. In case the quantity is too big, a separate license may be used. If the quantity is too small, it may be indicated in the note column. Where the measuring unit is "batch", it shall be indicated as "1" in this column uniformly. 第十五项：单价（币别） XV. Unit Price (Currency) 指与第十三项“单位”所使用的计量单位相应的单价和货币种类。计量单位为1批的，此栏为总金额。 The unit price (currency) refers to the unit price and category of currency that are corresponding to the measuring unit used in Item XIII "Unit". Where the measuring unit is one batch, this column shall be the amount in total. 第十六、十七、十八项：总值、总值折美元、总计 XVI. XVII. XVIII. Total Value, Total Value in USD, and Total 由发证系统自动计算。 They shall be calculated by the release system automatically. 第十九项：备注 XIX. Notes 用于注明其他需要说明的情况。如不是一批一证报关的出口许可证，在此栏注明“非一批一证”。 The note column shall be used for explaining other conditions as required. In case an export license is not subject to "one license for one batch" customs declaration, the phrase "not one license for one batch" shall be indicated in this column. 第二十项：发证机关签章 XX. Seal of Releasing Authority 发证机构发放出口许可证前在此栏加盖《中华人民共和国出口许可证专用章》。 A releasing authority shall affix a Special Seal for Export License of the People's Republic of China in this column before the release of an export license. 第二十一项：发证日期 XXI. Date of Release 由发证系统自动生成。 The date of release shall be generated by the release system automatically. |
