{0>国家外汇局应当自收到完整的申请文件之日起20日内，作出核准或者不予核准的决定。<}0{>The SAFE shall make a decision as to whether or not to grant approval within 20 days after receiving a complete set of application documents. <0}

{0>决定核准的，应当书面通知申请人核准的投资付汇额度；<}0{>In case of approval, the SAFE shall inform the applicant in writing of the approved amount of foreign exchange payment for investment. <0}

{0>决定不予核准的，应当书面通知申请人并说明理由。核准或者不予核准的决定同时抄送中国保监会。 <}0{>In case of disapproval, the SAFE shall inform the applicant in writing and give reasons. A copy of the decision of approval or disapproval shall be sent to the CIRC at the same time. <0}

{0> 第八条 保险公司因增资扩股、海外上市等因素外汇资金增加的，可以向国家外汇局提交有关文件和材料申请增加当年的投资付汇额度。 <}0{>Article 8 Where the foreign exchange funds of an insurance company increase due to the factors including increase in shares or capital and overseas listing, it may submit relevant documents and materials to the SAFE to apply for an increase of the amount of foreign exchange payment for investment of the current year. <0}

{0> 国家外汇局应当按照本办法第七条的规定进行核准。 <}0{>The SAFE shall decide whether or not to approve according to Article 7 hereof. <0}

{0> 第三章 投资范围和比例 <}0{>Chapter III Investment Scope and Proportion <0}

{0> 第九条 保险外汇资金的境外运用限于下列投资品种或者工具： <}0{>Article 9 Overseas use of foreign exchange insurance funds shall be restricted to the following investment objects or instruments: <0}

{0> （一）银行存款； <}0{>(1) Bank deposits; <0}

{0> （二）外国政府债券、国际金融组织债券和外国公司债券； <}0{>(2) Bonds of foreign governments, international financial organizations and foreign companies; <0}

{0> （三）中国的政府或者企业在境外发行的债券； <}0{>(3) Bonds that the Chinese government or Chinese enterprises issue overseas; <0}

{0> （四）银行票据、大额可转让存单等货币市场产品； <}0{>(4) Money market products including bank bills and negotiable certificates of deposit; <0}

{0> （五）国务院规定范围内的其他投资品种和工具。 <}0{>(5) Other investment objects and instruments within the scope specified by the State Council. <0}

{0> 前款第（一）项所称银行是指中资商业银行的境外分行和国际公认评级机构最近3年对其长期信用评级在A级或者相当于A级以上的外国银行。 <}0{>The bank mentioned in (1) of the preceding paragraph refers to an overseas branch of a Chinese commercial bank or a foreign bank with long-term credit rating of A or above granted by an internationally recognized rating institution in the recent 3 years. <0}

{0> 前款第（二）项所称债券是指国际公认评级机构对其评级在A级或者相当于A级以上的债券。 <}0{>The bonds mentioned in (2) of the preceding paragraph refer to the bonds with credit rating of A or above granted by an internationally recognized rating institution. <0}

{0> 前款第（四）项所称货币市场产品是指国际公认评级机构对其评级在AAA级或者相当于AAA级的货币市场固定收益产品。 <}0{>The money market products mentioned in (4) of the preceding paragraph refer to money market products with regular earnings and rating of AAA or equivalent granted by an internationally recognized rating institution. <0}
