全国政协十一届二次会议在京开幕

中国日报网中国在线消息：坚定信心保增长，凝聚人心促和谐。中国人民政治协商会议第十一届全国委员会第二次会议3日下午在人民大会堂开幕。今后9天里，2000多位政协委员将就关系我国改革发展稳定大局和人民群众切身利益的重要问题积极建言献策，切实履行职能，并就如何进一步做好全国政协的各项工作发表见解。

人民大会堂红旗招展，万人大礼堂内灯火辉煌。象征全国各族人民大团结的政协会徽悬挂在主席台正中，两侧分列十面鲜艳的红旗。

全国政协主席贾庆林，全国政协副主席王刚、廖晖、杜青林、帕巴拉·格列朗杰、白立忱、陈奎元、阿不来提·阿不都热西提、李兆焯、黄孟复、董建华、张梅颖、张榕明、钱运录、孙家正、李金华、郑万通、邓朴方、万钢、林文漪、厉无畏、罗富和、陈宗兴、王志珍在主席台前排就座。

党和国家领导人胡锦涛、吴邦国、温家宝、李长春、习近平、李克强、贺国强、周永康等在主席台就座，祝贺大会召开。

全国政协十一届二次会议应出席委员２２３５人，实到２１６０人，符合法定人数。

下午３时，王刚宣布大会开幕，全体起立，唱国歌。

大会首先审议通过了政协第十一届全国委员会第二次会议议程。

贾庆林代表政协第十一届全国委员会常务委员会，向大会报告工作。

张榕明代表政协第十一届全国委员会常务委员会，向大会报告政协十一届一次会议以来的提案工作情况。一年来，政协委员、政协各参加单位、政协各专门委员会共提交提案５０５６件，经审查，立案４７３８件。截至２００９年２月２０日，９９．０３％的提案已经办复。

在主席台就座的领导同志还有：王乐泉、王兆国、王岐山、回良玉、刘淇、刘云山、刘延东、李源潮、汪洋、张高丽、张德江、俞正声、徐才厚、郭伯雄、薄熙来、何勇、令计划、王沪宁、路甬祥、乌云其木格、韩启德、华建敏、陈至立、周铁农、李建国、司马义·铁力瓦尔地、蒋树声、陈昌智、严隽琪、桑国卫、梁光烈、马凯、孟建柱、戴秉国、王胜俊、曹建明等。

中共中央、国务院有关部门负责人应邀列席开幕大会。各国驻华使节应邀旁听开幕大会。

BEIJING  -- The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, started in the Great Hall of the People in Beijing Tuesday afternoon.

A total of 2,160 CPPCC National Committee members coming throughout the country attended the opening meeting. They will underline major concerns of the nation's development during the annual session scheduled to conclude on March 12.

Attendees sang the national anthem after the session started at about 3 p.m. for the first time in the history of China's annual "two sessions" of the political advisory body and the national legislature. Previously the national anthem was played at such occasions, with attendees standing and listening to it in silence.

CPPCC National Committee Chairman Jia Qinglin delivered a report on the work of the CPPCC National Committee's Standing Committee over the past year.

"The CPPCC (last year)...made important contributions to building a moderately prosperous society in all respects, accelerating socialist modernization and promoting the great cause of peaceful reunification of the motherland, and set this National Committee off to a sound start," Jia said.

Top Communist Party of China (CPC) and state leaders Hu Jintao, Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang were present at the opening meeting.

Founded in 1949, the CPPCC consists of elite members of the Chinese society who are willing to serve the think tank for the government and for the country's legislative and judicial organs.

As an open forum where the ruling CPC, non-Communist parties and people without party affiliation discuss state affairs freely and on an equal footing, the CPPCC has been the manifestation of China's socialist democracy.
