<Westbank> Article 16 (Title to the House Purchased) 以货币化安置款购买的商品住宅产权，属于购房人所有。 <Westbank> The title to the commodity residential house purchased with the monetized resettlement money shall belong to the purchaser. 第十七条（货币化安置达不成协议的处理） <Westbank> Article 17 (Handling of Cases in Which No Agreement Can Be Reached on Monetized Resettlement) 被拆迁人要求货币化安置，但与拆迁人协商达不成协议的，应当以居住房屋进行安置。 <Westbank> In case the resident whose house is to be demolished asks for monetized resettlement but fails to reach an agreement with the party that is to demolish the house, he/she shall be resettled with residential house. 第十八条（参照执行） <Westbank> Article 18 (For Reference in Implementation) 本市市区范围内的市政建设项目或者其他建设项目拆迁居住房屋的补偿安置，可以参照本办法执行。 <Westbank> Compensation and resettlement for the demolition and re[] of residential houses within the urban area of this Municipality for municipal construction projects or other construction projects may be handled by reference to the present Procedures. 第十九条（应用解释部门） <Westbank> Article 19 (Department Responsible for Interpretation of the Present Procedures) 本办法的具体应用问题，由市房屋土地管理局负责解释。 <Westbank> The Municipal Housing and Land Administration shall be responsible for the interpretation of the specific application of the Present Procedures. 第二十条（施行日期和有关事项的处理） <Westbank> Article 20 (Date of Implementation and Handling of Other Related Matters) 本办法自1998年1月1日起施行。本办法未作具体规定的，按照《上海市城市房屋拆迁管理实施细则》执行； <Westbank> The present Procedures shall become effective on January 1, 1998.
